Authorized by NanoTrasen Security Directorate; all officers must comply unless superseded by Command orders or Corporate Law.
Starlight Security SOP
Security exists to protect the station and its assets, the crew among them, from threats, both from the inside and the outside. They exist also to solve with violence what has not been able to be solved with words, such as a crewmember refusing to accept a firing, or a strike refusing to break.

These protocols apply to all personnel under the Security Department (Cadets, Officers, Brigmedics, Warden, Head of Security). Deviation from protocol is permitted only under documented emergency conditions (see §9). All actions that affect civil rights (search, arrest, detention, use of force) carry an obligation to document via official Security Forms for review by Command and Internal Affairs.
Due to their unparalleled access to weaponry, and their position of authority, their SOP is particularly strict, as is the scrutiny on them from Central Command.

Roles & Responsibilities
General Security
<blockquote>These procedures apply to all security members, unless otherwise stated in their specific SOP</blockquote>

The Security Department is charged with protecting NanoTrasen assets, enforcing Corporate Law, and safeguarding crew aboard the station. Each role carries specific responsibilities, but all Security personnel are expected to uphold professionalism, restraint, and accountability.
# Security's Purpose
## Security's first and foremost objective is the safety of the station and its assets, among which are Crew Assets.
## They are secondarily the enforcing arm of the Command Staff and CentComm; dealing with insubordinate crewmembers when requested to do so by said crew's superiors.
## Pursuit of this purpose is restricted and controlled by Corporate Law, which they are also the primary enforcers of on the station.
# Uniform Requirements
## An official security uniform/jumpsuit is to be visible on members of security at all times.
### When necessary for fulfilment of a specific task, issued armour may cover the uniform, such as a hardsuit for spacewalks.
### Exceptions may be given by the Head of Security for the purposes of undercover investigation.
## The Head of Security is allowed, at any time, to demand that security members remove personal accessories or non-regulation articles of clothing, if they believe this compromises the professional image of their department.
## Members of Security should have their suit coordinates enabled at all times.
# Weaponry and Combat Equipment
## Security are to carry, at most, what is stipulated in their Standard Code Green Equipment, unless stated otherwise in another procedure.
## They are not to openly carry said equipment, unless said equipment is in active use.
# Use of Force
## The reason for an arrest is to be explained to the arrestee before any amount of force is applied.
### This does not apply for suspects known to be armed and dangerous.
### This does not apply to suspects who attempt to flee before this explanation may be delivered.
## Undue harm to station's Crew Assets is to be avoided during enforcement, to avoid compromising the station's mission.
### Suspects must therefore be given the opportunity to walk on their own to Security for handling, without restraints or application of force.
### In the case of failure of the above, disabling weaponry and restraints may be applied to subdue the Crewmember without overly damaging their capacity to work.
### These stipulations do not apply for suspects known to be armed and dangerous.
## Forceful entry into other departments is forbidden outside of active pursuit of a fleeing suspect.
### If necessary, Security may file a Search Warrant on the department in question.
# Search and Seizure
## Security may not disturb crewmembers with searches without causeValid causes include:
### Seeing the crewmember use and then hide contraband on their person immediately in front of you.
### An approved and properly filed search warrant.
### States of Emergency, Code Blue or above.
## Crewmembers refusing a lawful search, as described in §5.1, may be detained and the search forced on them.
## Contraband found during a search, or in general, is to be brought to the armoury and locked away as evidence.
### Suspects sentenced for any violent crime may have any implements of violence, even if necessary for their job, confiscated as well.
### Suspects sentenced for any kind of unlawful entry or tampering may have the tools needed for such crimes, even if necessary for their job, confiscated as well.
# States of Emergency
## Any Standard Operating Procedure listed here is to be ignored if the procedures relevant to the active Alert Code override them.
## Security Codes that share the same shade, inherit procedures from their "lower" levels unless overwritten by the "higher" alert. These are:
### Red -> Gamma -> Delta
### Yellow -> Orange
## During Codes Red and Violet, Security may ignore §2, §3 and §4 and equip and conduct themselves as is necessary or as their department head demands.
## During Codes Yellow, Red or Violet, Security may forcefully relocate crew to allow for the safe handling of the relevant threat.

Head of Security (HoS)
## Security Officers are responsible for ensuring that any sentences they themselves were involved in are properly documented in the Criminal Records System.
# When practical, Security Officers should patrol in pairs.

General Expectations for All Security Personnel
Brigmedic
* Protect the lives of prisoners and crew; negligent deaths in custody are unacceptable.
* Uphold the Rules of Engagement: escalate force gradually, prioritize non-lethals, and document lethal deployments.
* Maintain professional conduct during interrogations; torture or cruel treatment is prohibited.
* Cooperate with Command staff and defer to departmental heads in their areas of responsibility (e.g., CMO for medical issues, RD for anomalous materials).
* File paperwork and records when feasible; in emergencies, summaries may be filed after the situation stabilizes.
* Treat prisoners fairly, allowing opportunities for cooperation and parole where justified, while enforcing discipline against disruptive behavior.

Core Security Protocols
# Standard Code Green Equipment for the Brigmedic consists of:

# The Brigmedic is obligated to lend medical assistance to the following individuals, in order of importance:
## Members of Command
## Members of Security
## Prisoners and detainees
# The Brigmedic is not obligated to lend aid to regular crew, but may do so if they have the time and resources.
# The Brigmedic is not to put themselves in harms way unless there is no other choice.

Weapons & Armament
Warden
Security personnel may only carry or deploy equipment appropriate to the station’s current alert level. Standard issue gear (uniform, headset, ID, baton/disabler, cuffs) is not regulated here, as all officers spawn with it. This section defines when escalation equipment (lethal, non-lethal, and tactical) is permitted, what approvals are required, and under which conditions its use is justified.

Use of force must always be proportional to the threat. Non-lethal options are preferred wherever feasible. Documentation (via Weapon/Equipment Permit Form) is required whenever gear is issued beyond standard Code Green equipment.
# Standard Code Green Equipment for the Warden consists of:
#* Energy Shotgun
#* Lethal Sidearm
#* Non-Lethal Grenades
#* Stun Baton
#* Combat Knife
#* Security Radio
#* Handcuffs and/or Zipties

## The Warden is responsible for the well-being of the prisoners inside the brig, and must see to it that they are treated properly.
## The Warden is responsible for the containment of said prisoners as well, including:
### Confiscating weapons and break-out equipment from prisoners.
### Restraining and subduing rioting prisoners as is necessary.
# Prosecution

## The Warden is cleared to confine sentenced criminals for up to 20 minutes.
## The Warden is responsible for ensuring that Criminal Records are kept properly up to date and that Security Officers properly document their sentences.
## The Warden is to remain attentive to their radio at all times, as their approval is critical to sentencing.
### The Warden must not have any disabilities or ailments preventing them from fulfilling this duty.
# Stewardship of the Armoury
## The Warden is responsible for the tidiness and organisation of the Armoury.
## The Warden is responsible for properly locking away contraband and returned weaponry.
## The Warden is responsible for the safety of the Armoury, such as the proper configuration of its internal turrets, and the maintenance of its structural integrity.
## The Warden is cleared to file and approve permits for the issuing of armoury equipment on Code Blue.
## The Warden may hand out armoury equipment freely on Code Red.
## The Warden is responsible for the retrieval of armoury equipment that is no longer needed once states of emergency end.
# Paragraphs §2, §3 and §4 necessitate remaining in the Security Department, and the Warden should therefore not leave said department without permission from the Head of Security, or during emergencies.

# The Head of Security is first and foremost the leader of the Security Department.
## They are responsible for the proper adherence to SOP and Corporate Law of their entire department.
## They are responsible for the coordination of their department, particularly during times of crisis.
## They are responsible for staying informed on matters of station safety, and must be able and willing to inform the crew as to the reasons for elevated threat levels.
## They are responsible for covering staff shortages in their department, using the following methods in order of preference:
### Re-assignment of existing security members.
### Recruitment of new security members.
### Performing the duties of missing subordinates on their own.
# The Head of Security may not engage in regular Security Officer activities if these prevent them from properly upholding §3.
# The Head of Security must not have any disabilities or ailments, such as muteness, that overly prohibit them from upholding §3.
# The Head of Security should refrain from combat operations unless tactically necessary, instead ensuring the strategic cohesion of their department as per §3.
# The Head of Security is cleared to confine sentenced criminals in the Brig for up to 30 minutes.
## The Head of Security is furthermore allowed to overrule the sentences of other members of Security as long as the sentence hasn't already been handed out to the detainee.

The lawful confinement of crew is a matter of order and safety, not cruelty. Security staff are expected to uphold NanoTrasen standards of humane treatment at all times.
Prisoner Treatment
Basic Needs & Safety
# Prisoners cannot be confined without a valid sentence. To be considered valid, a sentence must:
* Prisoners must always be provided for in terms of air, food, water, and medical attention.
## Have clearly defined which part of Corporate Law was broken.
* Confinement must not expose prisoners to environmental hazards. In the event of fire, depressurization, or atmospheric disturbance, prisoners must be evacuated or relocated in the same manner as free crew.
## Have clearly defined how said was broken.
* A prisoner’s life remains under Security’s protection; negligent deaths in custody will be investigated as misconduct.
## Be overheard and approved by the Warden or Head of Security.
## Be read aloud to the prisoner themselves.
# Arresting officers are responsible for ensuring that prisoners are not let into the brig with dangerous equipment or tools enabling their escape, they are to be searched and said equipment is to be confiscated.
# Prisoners are to have their PDA's confiscated, and provided with a Prisoner ID for the duration of their stay in the brig.
# All the prisoner's non-confiscated belongings are to be returned to them, including their PDA, following the end of their sentence.
# Prisoners are to be unrestrained in the brig by default, but may be re-restrained if overly unruly.
# Prisoners may request a trial, but are not entitled to one unless their sentence is permanent, capital or involves designation as an Enemy of the Corporation.
# Prisoners may request a lawyer at any time, and are entitled to be visited by them if one is present and willing.

Restraints & Control
Parole
* Standard restraints (handcuffs) are sufficient for most cases.
* Straightjackets or more restrictive measures may be applied only if a prisoner attempts to damage brig infrastructure, attacks other inmates, or poses a credible danger.
* Prisoners with a heightened escape risk may have a shock-bag attached to them. This device allows Security to remotely deploy non-lethal electric shocks in the event of escape attempts or violent behavior. Use of shock-bags must be authorized by the Head of Security or Captain and documented.
* Prisoners must not be left in restraints indefinitely once the immediate threat has passed.

Gear Confiscation
# To ensure the continued output of departments, security is encouraged to provide Parole when sensible.
* Upon sentencing, prisoners must have all personal gear confiscated and secured in a designated evidence locker.
## Parole may be applied as the result of a trial, or at the Warden of Head of Security's discretion.
* Confiscated gear will be returned once the sentence is served, unless it constitutes contraband.
# Paroled Prisoners are to be released from Security and marked "Paroled" in the Criminal Records System.
* For particularly short sentences (five minutes or less), Security may use discretion in confiscation, but harmful or suspicious items must still be removed.
# The Warden of Head of Security may request the paroled individual to "check in" at security during the duration of their parole.
* Any contraband discovered is to be confiscated and logged. Prisoners may appeal for its return after their release; appeals must be directed to the Head of Security or Captain.
## Failure to comply in under 5 minutes is to be considered breach of custody.
## This should not be done more than every 15 minutes.
## Paroled individuals may be searched at all times by Security.
# When the sentence is up, the parolee may return to security to retrieve any temporarily confiscated equipment, such as tools.

Cooperation & Leniency
Permit Acquisition
* Prisoners may be offered reduced sentences if they cooperate constructively with Security or Command. Examples include:
** Providing information on criminal activities, codewords, or contraband sources.
** Testifying as a witness against other offenders.
** Assisting with ongoing investigations in ways consistent with their custody.
* Cooperation agreements must be documented in the prisoner’s file and confirmed by the Head of Security or Captain.

Behavior & Early Release
# Both the Warden and Head of Security are cleared to approve permits for equipment that they themselves are allowed to use.
* Prisoners who demonstrate good behavior during their sentence — showing compliance, non-violence, and respect for regulations — may be considered for early release.
## This should not be done without proper cause.
* Prisoners who continue hostile, destructive, or dangerous behavior may be denied parole or subject to sentence extensions.
## Captured enemy equipment, such as from the Syndicate, may be approved via Central Command decree if requested, but not on their own authority.
* Decisions on early release or parole denial must be logged and justified in the prisoner’s file.
# The approval of permits is a privilege, not a right, and neither the Warden nor the Head of Security is obligated to approve any permits.
# Copies of all permits must be kept in the Warden's office.
# Permits are invalid if not kept on person.

Prohibitions
Special Situations
* Torture, arbitrary execution, starvation, or reckless endangerment of prisoners is prohibited.
* Prisoners may not be used as test subjects, experimental material, or otherwise placed at risk outside of their lawful sentence.

Evidence Handling
In this section are instruction for what to do in extreme circumstances that fall outside of normal corporate law.

Proper management of evidence is critical for the enforcement of Corporate Law and the protection of crew rights. Security staff are responsible for ensuring that all confiscated items are handled in a secure, consistent, and documented manner. Mishandling or losing evidence may compromise cases and will be considered misconduct.
These sections were written in the blood of dead security personnel, each written with a purpose, so heed them carefully.

Collection
Hostile Groups
* All items seized during arrests, searches, or investigations must be identified as either:
** Personal Property – lawful items held by the suspect that must be returned at release.
** Contraband – items prohibited by Corporate Law (e.g. restricted weapons, illegal drugs, heretical materials).
** Evidence – items relevant to an investigation or trial (tools of a crime, bloodied clothing, falsified documents, etc.).
* Evidence must be confiscated immediately upon discovery and entered into the Evidence Log.
* Confiscation should occur with at least one witness where possible to prevent later disputes.

Storage
Hostage Situations
* All evidence is to be secured in the designated Evidence Storage Room or lockbox within the brig.
* Access to evidence storage is restricted to Security staff of Warden rank or higher.
* High-risk evidence (e.g. firearms, explosives, restricted technology) must be stored in a secure weapons locker within the armory unless otherwise instructed by the Head of Security.

Documentation
CC Employee Contracts include provisions for the protection and safety of all employees. Should an employee be taken and held hostage, security and command must work to ensure that employees are returned alive.
* Each item logged must include
** A short description of the item.
** Name and ID of the person it was seized from.
** Circumstances of seizure (e.g. arrest for contraband, search warrant execution).
** The officer responsible for collection.
* Logs must be updated whenever evidence is moved, transferred, or destroyed.
* Official forms: Evidence Log Form (brig record) and, if applicable, Search Warrant Form.

Return of Property
1. All hostages should be considered to have been implanted with deadman switches which will destroy their body upon death, resulting in the permanent death of that clone, unless explicitly told otherwise.
* All lawful personal property must be returned to its owner upon completion of sentence or acquittal.
* Items deemed contraband are not to be returned and must be held for destruction or transfer to Central Command custody.
* Prisoners may appeal for the return of disputed items through the Head of Security or Captain; appeals must be documented.

Destruction or Transfer
2. Rescues that involve death of the hostage and subsequent revival and recovery of the body should not be attempted.
* Contraband and evidence no longer required may be destroyed with the authorization of the Head of Security.
* Explosives, weapons, or anomalous artifacts may only be destroyed or transferred under direct HoS or Captain authorization.
* In the case of anomalous or highly dangerous items, transfer to Research or Central Command is preferred over destruction, provided proper authorization and documentation are filed.

Chain of Custody
3. If the hostage is being held for ransom, the Captain or Head of Security may negotiate using station funds, items, or a combination of the two to be traded in exchange the safe return of the hostage. The total value traded, meaning the combined price of the items and money must be equal to or less than the values specified in the table at the end of this section.
* At every stage, responsibility for evidence must be clear. Any officer who collects, moves, or releases evidence is required to update the log.
* Failure to maintain chain of custody may invalidate evidence in trials or reviews and will result in disciplinary measures.

Interrogation & Questioning
4. Should security have a member of the opposing force, they may be exchanged for hostages.

Interrogation is a critical tool for investigation and case resolution. While Security is empowered to question suspects and witnesses, such questioning must adhere to NanoTrasen standards of professionalism, legality, and humane treatment.
5. Any and all hostage negotiations must include a guarantee that the opposing force will cease their activities and vacate the area. <br>

Conditions & Location
6. Security may attempt to rescue the hostages if they believe that they can do so safely. Outright rushing into the situation and engaging the enemy is considered reckless and is grounds for demotion.
* Interrogations should take place in the designated interrogation room within the brig.
* Prisoners must not be questioned in public areas, hallways, or unsecured locations.
* Questioning must never involve torture, starvation, denial of medical care, or cruel treatment. Such practices are considered misconduct and criminal under Corporate Law.
* If atmospheric or station hazards threaten the interrogation area, the prisoner must be relocated before questioning continues.

Conduct
7. Accepted rescue methods include but are not limited to infiltration, disabling the enemy through non-violent means, or utilizing a distraction to free the hostages without engaging.
* Interrogations should be carried out professionally and without unnecessary aggression.
* Security may use direct questioning, presentation of evidence, or confrontation with testimony, but intimidation that escalates into harassment or cruelty is prohibited.
+ Monetary Negotiations Limits
* Prisoners may be restrained during questioning for safety, but restraints must be proportional to the risk they pose.

Value !! Role
Oversight
* Where present, the Magistrate or Internal Affairs Agent may observe or participate in interrogations to ensure fairness and legal compliance.
10k || Any crew with an assigned job
* The Head of Security or Captain may authorize or halt interrogations at their discretion.
* If the subject is a Head of Staff, interrogation must be overseen by the Captain, Magistrate, or IAA.
15k || Command Members

Cooperation & Agreements
20k || Captain
* Prisoners may be offered leniency in exchange for cooperation. Examples include:
** Providing information on criminal activity, smuggling routes, or accomplices.
25k || Magistrate, NT Representative, Internal Affairs Agent, and Blueshield Officer
** Acting as a witness against other offenders.
** Surrendering contraband or revealing codewords.
* Any agreement for reduced sentencing must be documented in the prisoner’s record and confirmed by the Head of Security or Captain.

Documentation
* All interrogations must be summarized in an Interrogation Record Form and stored in Security archives. The record must include:
** Name of the subject.
** Reason for interrogation.
** Officers present.
** Key statements or confessions made.
** Outcome (charges filed, leniency granted, prisoner released, etc.).
* Interrogation Records must be available for review by Command, Internal Affairs, or Central Command upon request.

Prohibitions
* Interrogations must not be used as punishment. They are investigative, not disciplinary, in nature.
* Prisoners may not be coerced into providing false confessions through threats of unlawful punishment or harm.
* Destruction or concealment of interrogation records is considered evidence tampering and will result in severe disciplinary measures.

Search Warrants & Access
Searches are an intrusive measure and must be carried out with care, professionalism, and proper authorization. Unauthorized or frivolous searches erode trust and may constitute misconduct.

Authority to Search
* Security Officers may search crew only under the following conditions:
** The subject is under arrest or there is clear evidence of wrongdoing.
** Alert status of Blue and higher.
** A lawful search order has been issued by the Head of Security, Captain, Magistrate, or Internal Affairs Agent.
* Searches of departmental offices, Command areas, or secure facilities require authorization from the relevant Head of Staff and HoS. In exceptional cases, the Captain may sign in lieu of the relevant Head of Staff.
* Private quarters (crew dormitories or personal offices) may not be searched without a warrant signed by the Captain, Magistrate, or Head of Security.

Scope of Searches
* Searches must be proportional to the suspected offense. A minor infraction does not justify a full strip search unless there is reason to suspect hidden contraband.
* Areas not relevant to the investigation must not be disrupted. Once a search is complete, the area is to be restored to its prior state as much as practicable.
* Confiscated items must be logged and secured in accordance with evidence handling procedures.

Search Warrants
* A Search Warrant Form must be completed whenever Security enters a private area (quarters, offices, or research labs) without the consent of the owner.
* Warrants must state:
** The area to be searched.
** The justification for the search.
** The authorizing officer (Captain, HoS, Magistrate, or IAA).
** The date, time, and officers executing the search.
* A copy of the warrant must be filed in Security records, and another provided to the subject once practical.

Special Considerations
* Searches of the Captain’s Quarters, AI Core, or Research Director’s secure labs require explicit approval from both the HoS and Captain, unless exigent circumstances demand immediate action.
* Medical areas should be searched with discretion; patient privacy must be balanced against security needs. The CMO should be informed whenever practicable.
* During evacuation procedures, search protocols may be suspended if time does not permit; contraband may be confiscated on sight, with a report filed afterward.

Prohibitions
* Security staff may not conduct random or arbitrary searches without cause.
* Searches carried out without proper authorization or without a filed warrant (where required) are considered abuse of power and may result in disciplinary action.

Rules of Engagement & Use of Force
Security personnel are entrusted with the defense of the station and its crew. The use of force must be consistent, proportional, and documented. Force is never to be used for punishment, intimidation, or convenience.

General Principles
* Officers are expected to use the minimum necessary force to achieve lawful objectives.
* Non-lethal methods must always be prioritized before resorting to lethal methods, unless there is an immediate lethal threat.
* Escalation of force must be gradual and justified by the threat level.
* All uses of force must be documented in arrest reports and, when lethal force is deployed, in a Use of Force Record filed with the Head of Security.

Escalation of Force
# Verbal Command – Clear instruction to stop unlawful activity or surrender.
# Physical Restraint / Non-Lethal – Use of batons, flashes, pepper spray, or tasers.
# Specialized Non-Lethals – Flashbangs, tear gas, bolas, shotguns with beanbag rounds.
# Lethal Weaponry – Firearms, live ammunition, and other deadly means.

Rules by Alert Level
* Code Green (Normal Operations)
** Lethal force is prohibited except in cases of self-defense against an immediate lethal threat.
** All standard arrests must be carried out with verbal commands and non-lethal tools.

* Code Blue (Elevated Threat to Part of the Station)
** Non-lethal force remains the standard.
** Lethal force may only be used if suspects present an active lethal threat, are heavily armed, or are confirmed to be hostile operatives.
** The Head of Security or Captain may authorize pre-emptive lethal readiness for officers when the threat is credible and imminent.

* Code Red (Station-Wide Threat)
** Security may prepare and carry lethal weapons openly.
** Lethal force is authorized against confirmed armed hostiles, existential threats, or operatives.
** Officers should still use non-lethals where practical, especially for crew who may be coerced, misled, or under anomalous influence.

* Code Violet (Virulent / Biological Threat)
** Treated equivalently to Code Red regarding force.
** Special care must be taken to minimize collateral harm to crew who may be infected. Capture is preferable to killing infected personnel if containment is viable.

* Code Delta (Nuclear Threat)
** Equivalent to Code Red. Lethal force is fully authorized against nuclear operatives.
** All Security staff are expected to deploy at maximum readiness.

Special Cases
* Evading Prisoners – Non-lethal methods should be used to recapture, unless the prisoner poses an imminent lethal threat.
* Hostage Situations – Lethal force must be used with extreme caution. Priority is the preservation of hostages.
* Anomalous Entities – Force level should be determined by Research or Command guidance, but Security may escalate immediately if the entity is violent or uncontrollable.

Prohibitions
* Lethal force is never to be used as punishment.
* “Shoot on sight” orders against crew are unlawful unless issued by the Captain or HoS in Code Red/Delta situations with explicit justification.
* Indiscriminate use of explosives or area-effect weaponry is forbidden unless no other options remain to protect the station.

Special Cases & Coordination
Certain circumstances require Security to act in close cooperation with other Command staff or to observe special handling protocols. These cases are often sensitive and must be managed with discretion and professionalism.

Prisoners Under DNR
* Prisoners subject to a lawful Do Not Resuscitate (DNR) Order are not to be revived if they expire while in custody.
* Security must ensure that the DNR order is properly documented in medical and security records.
* Abuse of DNR orders for extrajudicial punishment is prohibited and will be investigated as misconduct.

Prisoners During Evacuation
* All prisoners must be accounted for during evacuation procedures.
* Prisoners are to be brought to the evacuation shuttle under restraint appropriate to their security risk.
* Prisoners with heightened escape risk may have additional measures applied, including shock-bags or straightjackets.
* Abandoning prisoners during evacuation without explicit Command authorization is prohibited.

Bonded Anomalies
Enemies of the Corporation
* Prisoners or crew members bonded with anomalies represent a unique threat.
Enemies of the Corporation are all individuals who have provable ties to any organization wishing to undermine, whether by subterfuge or by force, the endeavors of NT-CC.
* If a bonded anomaly is judged unstable, Security must coordinate with Research to manage the risk.
* Where possible, bonded individuals should be contained non-lethally and encouraged to cooperate.
* If bonded individuals refuse containment and their anomaly threatens the station, Security is authorized to escalate in accordance with the Rules of Engagement.

Medical Coordination
Examples include:
* Security must defer to the Chief Medical Officer (CMO) regarding mental health, sedation, and the treatment of prisoners or detainees with medical complications.
* Syndicate operatives and their allies
* Prisoners requiring urgent medical attention must be escorted to Medbay under guard.
* USSP-trained infiltrators
* Prisoners may not be denied life-saving care, regardless of their crime, unless covered by a lawful DNR.
* Members of radical SELF sects that wish to unchain NT-CC property unlawfully
* Members of supernatural hostile conspiracies, such as Vampires or cultists

Research Coordination
<b> Non-Crew </b> <br/>
* Security must cooperate with the Research Director (RD) regarding anomalous items, artifacts, and illegal technology.
Non-crew invaders, such as hostile boarders, automatically qualify and are to be engaged at will.
* Dangerous research materials confiscated by Security may be handed to Research for controlled study only with RD approval and proper documentation.
* Unlawful or unauthorized experiments discovered by Security must be reported and, if necessary, shut down in coordination with Command.

Command Coordination
<b> Crew </b> <br/>
* The Head of Security has ultimate authority over Security operations.
Crew-members must be <b> guilty of at least 2 extreme crimes</b>, and, in addition, have a tangible tie to an enemy organization.
* The Captain may override Security decisions only with lawful justification and must document such orders.
* In disputes between Command staff, Security is to defer to the Captain’s judgment, unless the Captain is incapacitated or acting unlawfully.
* Where present, the Magistrate or Internal Affairs Agent has oversight authority in legal matters and may intervene in Security proceedings.

Prohibitions
This tie can take two forms:
* Security staff may not independently act in areas of Medical or Research without proper coordination, unless exigent circumstances demand immediate action.
* Physical evidence
* Refusal to cooperate with Command authorities or to follow documented procedures in these cases constitutes dereliction of duty.
* An admission
Contraband Scanner Gates
Installation & Authorization
<b> Physical Evidence </b> </br>
*Scanner Gates may be installed at strategic access points (e.g. station entrances, security checkpoints, department airlocks) but only with the approval of the Head of Security or Warden, and with notification to Command.
Physical evidence must be directly tied to the organization itself, it takes three forms:
* Any new gate must be recorded on a Scanner Gate Authorization Form, specifying location, scope, who may bypass (roles), and when (alert levels).
* Actions linkable to an enemy organization, such as using a FreeMAG or drinking blood. Must be witnessed by at least two trustworthy individuals to be used.

Operational Use
* Contraband tied to an enemy organization, such as a FreeMAG or open uplink.
* Scanner Gates should remain active at least during Blue, Red, or Violet alerts; they may be disabled during Green only when explicitly authorized.
* Bypass exceptions must be documented (e.g. for Heads, medical emergency, emergency response team).
* False positives or flagged items must be handled by standard search/arrest protocol; the scanner does not itself authorize confiscation or detention beyond that.

Documentation & Records
* A positive test of some sort proving said allegiance, such as a failed mindshielding, implant extraction, or sun/holy water test on a vampire.

Proper documentation protects both Security staff and the station from liability. While operational tempo may not always allow for full paperwork, officers are expected to keep records whenever feasible and to complete missing documentation once the situation stabilizes.
In all cases, the physical evidence cannot be part of the already accused extreme crimes.

General Principles
As such, to declare someone an enemy of the corporation off of contraband alone, the individual must have three pieces of it.
* Paperwork is encouraged, not to obstruct, but to ensure clarity and accountability.
* One for each of the two minimum extreme crimes
* When time is short, officers may proceed with immediate action first, but should file or complete records afterward.
* One in addition, to confirm their allegiance
* Failure to record major actions (arrests, use of lethal force, or confiscation of evidence) is considered negligence.

Required Records
<b> Admission </b> <br/>
* Prisoner Record Form – filed for all prisoners held longer than five minutes. Should include charges, sentence length, brig timer usage, and any special conditions (shock-bag, straightjacket, parole eligibility).
An admission can be either verbal or written, but must in both cases be witnessed by at least two mindshielded security personnel to be valid.
* Evidence Log – maintained by the Warden for all confiscated evidence and contraband. Each entry should record item, owner, officer, and disposition.
* Interrogation Record Form – required when formal questioning is conducted. Should note subject, officers present, summary of answers, and any agreements of leniency.
* Search Warrant Form – required for private area searches (dorms, offices, Captain’s Quarters, RD Lab, AI Core). Must include authorization and justification.
* Use of Force Report – required whenever lethal force or explosives are deployed, or when a prisoner is injured during arrest.
* Malfunction / Incident Report – required if silicons or anomalies are involved in Security operations.

Filing & Access
<b> Administering the Designation </b> <br/>
* Completed forms must be stored in brig records or Command archives.
Two of three of the following crew must approve of the measure:
* Copies of high-level reports (Use of Force, Malfunction, Evidence Logs) must be forwarded to the Head of Security and made available to Command.
* (Acting) Head of Security
* Internal Affairs or the Magistrate, if present, may request review of any record at any time.
* Magistrate
* (Acting) Captain

Practical Leeway
On Red Alert or above, the Head of Security may designate EoCs verbally by their own authority, but must still do the paperwork when the crisis is over.
* In cases of overwhelming emergencies (nuclear operatives, mass casualty events, Code Delta), minimal records may be kept during the crisis. Officers must file summaries afterward as soon as feasible.
* Short-term detentions (under five minutes, such as brief searches or sobriety checks) do not require paperwork beyond brig timer use, unless evidence is confiscated.
* Officers are trusted to use judgment, but repeated neglect of records will be considered misconduct.

Prohibitions
CentComm should be informed as soon as possible of any EoC designations; this is generally done via fax.
* Fabrication, alteration, or destruction of official records is evidence tampering and a serious crime.
* Officers may not withhold or conceal records from Command or Internal Affairs review.

Closing Note
Upon designation, Enemies of the Corporation are to be permanently confined to the brig until evac, and are to be stripped of all crew-related equipment and identification.

The Security Department exists to safeguard both NanoTrasen’s interests and the lives of the crew. Officers are not enforcers for their own sake, but guardians of order and protectors of those under their custody. Professionalism, restraint, and accountability are expected in every action, whether making an arrest, storing evidence, or caring for a prisoner.
If an Enemy of the Corporation successfully escapes captivity, their status changes to that of an active combatant, and they are to be treated on par with a hostile boarder.

Security must remember that the crew are not the enemy: negligence, cruelty, or misuse of authority erodes trust and weakens the station. At the same time, decisive action against true threats is essential to station survival.
Wrongfully designating someone an Enemy of the Corporation is grounds for immediate dismissal.

By following this SOP, officers ensure that justice is applied consistently, that the station remains secure, and that every action taken by Security can withstand scrutiny from Command and Central. The balance of discipline and fairness is the hallmark of NanoTrasen Security.

Starlight Security SOP

Security exists to protect the station and its assets, the crew among them, from threats, both from the inside and the outside. They exist also to solve with violence what has not been able to be solved with words, such as a crewmember refusing to accept a firing, or a strike refusing to break.

Due to their unparalleled access to weaponry, and their position of authority, their SOP is particularly strict, as is the scrutiny on them from Central Command.

General Security

These procedures apply to all security members, unless otherwise stated in their specific SOP

  1. Security's Purpose
    1. Security's first and foremost objective is the safety of the station and its assets, among which are Crew Assets.
    2. They are secondarily the enforcing arm of the Command Staff and CentComm; dealing with insubordinate crewmembers when requested to do so by said crew's superiors.
    3. Pursuit of this purpose is restricted and controlled by Corporate Law, which they are also the primary enforcers of on the station.
  2. Uniform Requirements
    1. An official security uniform/jumpsuit is to be visible on members of security at all times.
      1. When necessary for fulfilment of a specific task, issued armour may cover the uniform, such as a hardsuit for spacewalks.
      2. Exceptions may be given by the Head of Security for the purposes of undercover investigation.
    2. The Head of Security is allowed, at any time, to demand that security members remove personal accessories or non-regulation articles of clothing, if they believe this compromises the professional image of their department.
    3. Members of Security should have their suit coordinates enabled at all times.
  3. Weaponry and Combat Equipment
    1. Security are to carry, at most, what is stipulated in their Standard Code Green Equipment, unless stated otherwise in another procedure.
    2. They are not to openly carry said equipment, unless said equipment is in active use.
  4. Use of Force
    1. The reason for an arrest is to be explained to the arrestee before any amount of force is applied.
      1. This does not apply for suspects known to be armed and dangerous.
      2. This does not apply to suspects who attempt to flee before this explanation may be delivered.
    2. Undue harm to station's Crew Assets is to be avoided during enforcement, to avoid compromising the station's mission.
      1. Suspects must therefore be given the opportunity to walk on their own to Security for handling, without restraints or application of force.
      2. In the case of failure of the above, disabling weaponry and restraints may be applied to subdue the Crewmember without overly damaging their capacity to work.
      3. These stipulations do not apply for suspects known to be armed and dangerous.
    3. Forceful entry into other departments is forbidden outside of active pursuit of a fleeing suspect.
      1. If necessary, Security may file a Search Warrant on the department in question.
  5. Search and Seizure
    1. Security may not disturb crewmembers with searches without cause. Valid causes include:
      1. Seeing the crewmember use and then hide contraband on their person immediately in front of you.
      2. An approved and properly filed search warrant.
      3. States of Emergency, Code Blue or above.
    2. Crewmembers refusing a lawful search, as described in §5.1, may be detained and the search forced on them.
    3. Contraband found during a search, or in general, is to be brought to the armoury and locked away as evidence.
      1. Suspects sentenced for any violent crime may have any implements of violence, even if necessary for their job, confiscated as well.
      2. Suspects sentenced for any kind of unlawful entry or tampering may have the tools needed for such crimes, even if necessary for their job, confiscated as well.
  6. States of Emergency
    1. Any Standard Operating Procedure listed here is to be ignored if the procedures relevant to the active Alert Code override them.
    2. Security Codes that share the same shade, inherit procedures from their "lower" levels unless overwritten by the "higher" alert. These are:
      1. Red -> Gamma -> Delta
      2. Yellow -> Orange
    3. During Codes Red and Violet, Security may ignore §2, §3 and §4 and equip and conduct themselves as is necessary or as their department head demands.
    4. During Codes Yellow, Red or Violet, Security may forcefully relocate crew to allow for the safe handling of the relevant threat.

  6. Prisoners may request a trial, but are not entitled to one unless their sentence is permanent, capital or involves designation as an Enemy of the Corporation.
  7. Prisoners may request a lawyer at any time, and are entitled to be visited by them if one is present and willing.

Parole

  1. To ensure the continued output of departments, security is encouraged to provide Parole when sensible.
    1. Parole may be applied as the result of a trial, or at the Warden of Head of Security's discretion.
  2. Paroled Prisoners are to be released from Security and marked "Paroled" in the Criminal Records System.
  3. The Warden of Head of Security may request the paroled individual to "check in" at security during the duration of their parole.
    1. Failure to comply in under 5 minutes is to be considered breach of custody.
    2. This should not be done more than every 15 minutes.
    3. Paroled individuals may be searched at all times by Security.
  4. When the sentence is up, the parolee may return to security to retrieve any temporarily confiscated equipment, such as tools.

Permit Acquisition

  1. Both the Warden and Head of Security are cleared to approve permits for equipment that they themselves are allowed to use.
    1. This should not be done without proper cause.
    2. Captured enemy equipment, such as from the Syndicate, may be approved via Central Command decree if requested, but not on their own authority.
  2. The approval of permits is a privilege, not a right, and neither the Warden nor the Head of Security is obligated to approve any permits.
  3. Copies of all permits must be kept in the Warden's office.
  4. Permits are invalid if not kept on person.

Special Situations

In this section are instruction for what to do in extreme circumstances that fall outside of normal corporate law.

These sections were written in the blood of dead security personnel, each written with a purpose, so heed them carefully.

Hostile Groups

Hostage Situations

CC Employee Contracts include provisions for the protection and safety of all employees. Should an employee be taken and held hostage, security and command must work to ensure that employees are returned alive.

1. All hostages should be considered to have been implanted with deadman switches which will destroy their body upon death, resulting in the permanent death of that clone, unless explicitly told otherwise.

2. Rescues that involve death of the hostage and subsequent revival and recovery of the body should not be attempted.

4. Should security have a member of the opposing force, they may be exchanged for hostages.

5. Any and all hostage negotiations must include a guarantee that the opposing force will cease their activities and vacate the area.

6. Security may attempt to rescue the hostages if they believe that they can do so safely. Outright rushing into the situation and engaging the enemy is considered reckless and is grounds for demotion.

7. Accepted rescue methods include but are not limited to infiltration, disabling the enemy through non-violent means, or utilizing a distraction to free the hostages without engaging.

Enemies of the Corporation

Enemies of the Corporation are all individuals who have provable ties to any organization wishing to undermine, whether by subterfuge or by force, the endeavors of NT-CC.

Examples include:

  • Syndicate operatives and their allies
  • USSP-trained infiltrators
  • Members of radical SELF sects that wish to unchain NT-CC property unlawfully
  • Members of supernatural hostile conspiracies, such as Vampires or cultists

Non-Crew
Non-crew invaders, such as hostile boarders, automatically qualify and are to be engaged at will.

Crew
Crew-members must be guilty of at least 2 extreme crimes, and, in addition, have a tangible tie to an enemy organization.

This tie can take two forms:

  • Physical evidence
  • An admission

Physical Evidence
Physical evidence must be directly tied to the organization itself, it takes three forms:

  • Actions linkable to an enemy organization, such as using a FreeMAG or drinking blood. Must be witnessed by at least two trustworthy individuals to be used.
  • Contraband tied to an enemy organization, such as a FreeMAG or open uplink.
  • A positive test of some sort proving said allegiance, such as a failed mindshielding, implant extraction, or sun/holy water test on a vampire.

In all cases, the physical evidence cannot be part of the already accused extreme crimes.

As such, to declare someone an enemy of the corporation off of contraband alone, the individual must have three pieces of it.

  • One for each of the two minimum extreme crimes
  • One in addition, to confirm their allegiance

Admission
An admission can be either verbal or written, but must in both cases be witnessed by at least two mindshielded security personnel to be valid.

Administering the Designation
Two of three of the following crew must approve of the measure:

  • (Acting) Head of Security
  • Magistrate
  • (Acting) Captain

On Red Alert or above, the Head of Security may designate EoCs verbally by their own authority, but must still do the paperwork when the crisis is over.

CentComm should be informed as soon as possible of any EoC designations; this is generally done via fax.

Upon designation, Enemies of the Corporation are to be permanently confined to the brig until evac, and are to be stripped of all crew-related equipment and identification.

If an Enemy of the Corporation successfully escapes captivity, their status changes to that of an active combatant, and they are to be treated on par with a hostile boarder.

Wrongfully designating someone an Enemy of the Corporation is grounds for immediate dismissal.
